Cigna - HealthSpring Contracting

Cigna Healthcare's Medicare business was acquired by Health Care Service Corporation in March 2025 and falls under HealthSpring now.

Effective July 11, 2025 all new Cigna (Med Supp, MA and PDP) contracting is closed/not available until after July 21, 2025. Please email [email protected] to request that you be contracted when the process becomes available. Cigna will continue to process only new state appointments onto already active contracts.

We use SureLC for contracting with Cigna Medicare Supplement, Ancillary and Final Expense products. You can make that request above and review our Instructions or YouTube videos for getting set up in the portal and making the request. Processing will take approximately 7-10 business days. An email will be sent to you from Cigna with your new agent number when the approval process is complete.
 
The only Pre-appoint states are PA, MT and TX. This means that the state appointment must be active before you can sign a client application.  All other states will trigger the state appointment request when you take your first client application in that state.

Transfer/Release Policy
A letter of release is required if agent has written business in the past 6 months or has contracted with previous upline in the past 6 months. 
 
If the agent is unable to obtain the required release or does not meet the 6-month rule, they will need to email [email protected] that they intend to switch hierarchies in 6-months.  This email will serve as the start of the 6-month waiting period and we will track that date on the agent’s profile.

Cigna uses an online contracting system for their MA and PDP products. You can make the request by submitting the form above or by emailing [email protected]. Your request to get contracted will trigger an email with a link.
 
The email will be from [email protected], with a subject of Finalization of Cigna Medicare Appointment Requests. Simply click on the link to begin contracting.

​Login to Producer Express:
  • If you do not already have an account with Producer Express, you will need to select “Get My Password” under Need a Password? Once selected, you will receive an email with a temporary password. You will be prompted to create a new password.
  • If you do already have an account, enter your password and login under Already have a password? Option.
  • Review the Getting Started page and hit “Next”. Read the User Agreement and check the box next to “I Agree”. Confirm your upline. You should see you are being aligned to The Brokerage Resource (and/or Agent Pipeline). Select “No” to proceed.
 
Complete the Producer Information section. If you have already completed your Federally Facilitated Individual Marketplace (FFM) certification, select “Yes” and provide your FFM user ID. If you have not, select “No”. Keep in mind you must complete the FFM and any applicable state-based certifications prior to being considered Ready-to-Sell.
 
Review your Requested Appointment States. You will see a list of any applicable New Business in Hand States. Answer the questions on the Background Information page and provide any corresponding documentation to any questions that are answered “Yes”.
 
Review and Sign Documents. You will be asked to add your eSignature to the list of documents. Select “I Agree” to proceed. This will bring up the electronic packet for signature. Click the “Click to Sign button” to complete your contract. You will have the option to print a copy for your records on the next page.
Transfer/Release Policy

The communication from the agent to the Cigna contracting mailbox will serve as the start of the 6-month waiting period and we will track that date on the agent’s profile.
 
If the agent can obtain a release or has met the 6-month rule, then a new online contract can be completed to transfer the agent to The Brokerage Resource.
 
Transfers will not be processed from 9/1 to 12/31
EFT Changes
Complete the CIGNA EFT Form and email to [email protected].
Add Non Resident State
Email a copy of your non-resident or new license to [email protected]. Please include your name and NPN # in the body of the email.
 
The only states that are pre-appoint for MAPD are AL, OK, OR, PA, and WA.
 
All other states are “Just-in-Time” (JIT) states.  Appointments for those states will not be placed until after the agent has submitted their first enrollment.  As a reminder, the agent must be contracted, certified, and licensed in the state prior to making a sale in any JIT state.
